Never seen the game behave like that, not that that helps you in any way. It's something steam/game/windows is doing. Your collection is set to private, but that wouldn't change or help since even outdated mods can't cause this kind of behavior, they would just crash.

I've just launched the game with the mods enabled again with AV and running as admin, still no mods. One thing annoying me now as well is - launching the game without any mods enabled the game says "Version 1.9.2 (modded)" but I've deleted the launcher folder under app data, cleared the mod load items, etc. On the library in question my "User" settings were on read only so I've set that to read/write as a test.

The mods get downloaded to the same drive as the game is installed, though I have 3 hard drives, all of which have steam libraries/permissions. Trying this now, turned off my AV, launched Steam as admin, I'm re-downloading the mods as we speak. Possible causes are rights issues, windows account issues, AV blocking redirects, Steam not having rights to another drive, ownership issues (if the drive was from a previous Windows version) etc. The mod files sit in wherever your steam install puts workshop files (it can vary depending on where your game sits, and whether you moved it or installed there originally) Mod launcher is redirecting from steam workshop folder to game folder.
